喬治亞州州議會眾議會上周以135比56票通過針對非法移民的嚴厲的87號議案(HB 87),該法案目前送到州參議會審議。

87號議 案也被稱為「2011非法移民改革暨實施法案(Illegal Immigration Reform and Enforcement Act of 2011)」,87號法案授權州警察與地方政府警察對某些嫌疑犯可以盤查他們的移民身分。法案中也規定如果明知對方是非法移民,載運或收容非法移民的人, 將給予處罰。法案也要求雇主在雇用新的員工時,需要去驗證員工是否可以合法在美國工作等。

喬治亞州州眾議會目前由共和黨占大多數,共和黨 籍州長迪爾雖然在去年競選州長的選戰期間,曾經提到要遏制非法移民,但到目前為止,迪爾對喬治亞州參眾議會的非法移民改革法案,尚未表達立場。州議會眾議 會通過這項議案的時候,雖然也有民眾與團體在州議會表達他們反對該法案的意見,法案還是在共和黨掌控的州眾議會被通過。

曾經出席州眾議會 法案審查小組聽證會,表達對該法案看法的美華協會喬治亞州分會會長宋蕙宜(Tricia Sung)表示,喬治亞州州眾議會通過這項針對非法移民的嚴厲的法案,對眾多的亞太族裔中小企業是一種打擊,因為他們將被要去使用還有弊端的電子驗證員工 身分(E-Verify)。她擔心亞裔因為姓名之故,被挑出來視為非法移民的機率會會比較高,這種錯誤將迫使亞裔企業被懲罰,並被迫中斷他們的生意,宋蕙 宜也認為,這個法案會對移民帶來莫名的對待(Racial Profiling)。

宋蕙宜進一步指出,喬治亞州眾議會通過這個法案,可以說是喬治亞州的黑暗時刻,她說,我們都不想返回到過去的年代,我們要的是未來光明的喬治亞州,她呼籲民眾設法了解這些議題、參與投票、或是打電話給自己的議員,表達看法。

韓裔律師Helen Kim Ho所主持的亞裔美國人法律研究中心(AALAC)也在聽證會期間,發函給州議會法案聽證小組,特別針對電子驗證員工身分的弊端提出他們的看法。

The American Civil Liberties Union of Georgia (ACLU of Georgia), for the seventh year, is offering lobby training to individuals and other progressive groups each Tuesday during the legislative session.

This Tuesday, special focus will be on racial profiling. Training includes:

• How to talk to legislators • What are the “hot” issues and why you should care • How best to help push or stop legislation • Legislative updates given by progressive organizations such as the

Georgia Rural Urban Summit (GRUS) • A walking tour of the Capitol’s lobbying area and introduction to the

ATLANTA — On March 8, 2011 at 11:00 a.m., women’s rights and human rights activists will host a press conference/celebration in front of the State Capitol to celebrate 100 years of struggle led by immigrant women and call on law makers to reject legislation attacking immigrant women’s human rights.

The heroic strikes by women garment workers, mostly young immigrants, at the turn of the century electrified the world, and their efforts to win decent wages and working conditions were honored by establishing March 8 as International Working Women’s Day.

“The achievements of tens of millions of women at work, in their communities, families, organizations, and schools – today and over the decades – must not be ignored and disrespected by racially-biased, anti-immigrant legislation,” said Loretta Ross, a founder and the National Coordinator of SisterSong Women of Color Reproductive Justice Collective.  “As women from all backgrounds, we will gather at the Capitol to demand human rights for all women.”
